The Palestinian Housing Council (PHC) established in 1991 as a non-profit institution to contribute in solving the housing problem in Palestine. The main objectives for PHC are to contribute improving the housing sector and construction industry, to cooperate with professional associations and institutions in the field of housing, and to contribute in improving the housing conditions of vulnerable groups and those of physical disabilities and special cases

PHC is establishing a new project for supporting five Gazan municipalities to develop new detailed outline plans for its damaged neighborhoods within its administration. This project is held in partnership with the United Nations Human Settlements Programme (UN-Habitat)/ Palestine)

One of the main project outputs is to develop a GIS Management System for helping municipalities in gathering information about houses, populations, and streets within the targeted neighborhoods

For the purpose of developing the GIS Management System, PHC is seeking for a Part-Time Senior Technical Expert in developing software management system that integrates with an existing GIS Application

      Elicit system requirements by conducting dedicated number of meetings with stakeholders for understanding the system needs

      Analyze and design the system application according to the its requirements

       Develop the GIS Management System according to the design using open source web technology, which will be integrated with ArcGIS (ArcMap 10.2 Desktop application and ArcGIS Server) using ArcGIS JS API 3.17

      Integrate the ArcGIS web services with proper Database Management System (DBMS)

     Developing the required reports needed by the PHC administrative members (including graphical statistical reports)

      Deploy the system into the PHC Server for testing and storing the physical and social information gathered by the PHC team

     Provide the technical support, if needed, to PHC data entry team for having no problem in storing the information into the system

    Deploy the final and stable version of the system into the five municipalities’ servers, and make sure its proper functioning

     GIS Management System implemented with open source web technology that fulfilling PHC project needs

         Deployment for the GIS Management system into the five municipalities

 University degree in Geography, Computer Science or GIS related field (Master Degree is a plus)

 Preferably 5 years of experience in software development projects, and have related works for municipalities and GIS projects

 Interest and enthusiasm to work in a team

 Willing to travel with short notice

 Good communication skills

 He or she has to be fluent in English and Arabic language

      The expert will be hired on part time basis to fulfill the tasks and responsibilities above mentioned

       The payment to the expert shall be made on monthly basis
