PHC was registered in Jerusalem as a private non-profit company in 1991. It was also registered in the Palestinian Interior Ministry in 1997 as an association subject to the Ottoman NGO Code. A general panel made up of 38 Palestinian dignitaries of whom 13 are elected to form the administrative board every two years regulates PHC’s performance. Of the 13 members, a Director is elected and members of the emanating committees which are mainly: the technical committee, the financial committee, the public relations committee and the legal committee. The council convenes according to need on an average of once every two weeks in order to follow up PHC's activities and functions in all fields and domains. The post of PHC's Director has been replaced four times. The first was Mr. Ibrahim Sha'ban followed by two consecutive terms by Dr. Mohammad Shadid then two consecutive terms by Eng. Adnan Husseini and is currently held by Eng. Nash'at Tahboob who had been elected during the meeting held on 26 Sep. 2003.
PHC 's operations are managed from the headquarters in Jerusalem and from branch offices in the various Palestinian districts. The first branch office is located in Beit Hanina and is in charge of the Northern Districts of Nablus, Hebron and the Department for the construction of Jerusalem which is responsible for PHC's activities and programs in the city of Jerusalem. The branch office of the Southern districts is located in Gaza city and is responsible for the supervision of PHC's functions in the Gaza Strip. There is a Director for every branch office and a technical and administrative team, all arranged in heretical structure with specific duties based on decentralization and supervised by the administrative board.
