Emergency Relief and Shelter Programs
Targeting IDPs and vulnerable communities during times of crisis, swift humanitarian action is done through shelter support, camp management, and protection programs, to meet urgent needs, repair damaged homes, and preserve safety, dignity, and social cohesion. (Over 600,000 IDPs aided as of October 2025.)
1. Humanitarian Response Program for Shelter and Non-Food Needs
With the ongoing occupation in Palestine and the continuous war since 2023, which has greatly intensified the humanitarian crisis, the Palestinian Housing Council launched in early 2024 the Humanitarian Response Initiative for Shelter and Non-Food Needs as an urgent step to support affected families, especially in the Gaza Strip and displacement camps.
The program aims to provide essential non-food items as well as assistance to displaced families and those returning to their damaged homes. With the winter season approaching, the need to offer protection to the most vulnerable groups and to improve living conditions becomes even more critical. The program includes distributing essential supplies that strengthen families’ resilience and securing safer housing units capable of withstanding harsh weather conditions.
2. Camp and Displacement Site Management and Coordination Program
This program seeks to provide a comprehensive and sustainable response that helps alleviate the suffering of displaced populations and meet their basic needs through a set of activities and interventions. These include identifying the needs of displaced families, continuously updating site data, improving infrastructure in displacement locations, enhancing community participation, ensuring effective coordination and information management, and integrating protection approaches to guarantee the safety and dignity of affected populations.
This program was initiated in 2024 in response to the war in the Gaza Strip, which resulted in the displacement of approximately 1.9 million people, representing more than 85% of the population of the Strip.
3. Humanitarian Protection Program
This program focuses on reducing protection risks faced by displaced and conflict-affected families, ensuring their safety, dignity, and access to essential services. It includes continuous monitoring of protection needs across targeted displacement sites, updating unified displacement data to support evidence-based decision-making, and maintaining regular coordination with site focal points.
The program also implements ongoing protection monitoring using the 4Ws tool to identify service gaps, support effective referral pathways, and improve the overall safety and well-being of vulnerable groups throughout displacement locations.
